Meta ads are a key part of social media marketing, allowing businesses to run paid campaigns across four separate platforms, Facebook, Instagram, WhatsApp, and Threads, through one account in Meta Ads Manager. They are not one product wearing four skins. Facebook and Instagram share the same ad infrastructure and most of the same targeting tools. WhatsApp does not run ads inside the app itself. It uses Click to WhatsApp ads that appear on Facebook or Instagram and open a conversation instead of sending someone to a landing page. Threads completed its worldwide ad rollout in January 2026 and runs inside the same Ads Manager as a placement rather than as a separate ad buy.
Most guides to this topic treat all 4 as interchangeable. They are not, and treating them that way is the single most common reason a business’s first Meta campaign wastes money before it ever proves anything. This guide walks through what each platform actually does, how to set up a campaign from a completely blank account, what changed in how Meta runs ads since April 2026, and a testing method that lets you spend money on things that are already proven to work instead of guessing.
Arcane Marketing is a Google Premier Partner that manages Meta ad accounts directly, in house, for healthcare practices and a range of other local and service businesses. Everything below reflects how our own paid social team actually builds these campaigns.
The 4 Platforms, and What's Actually Different
Meta advertising is not one platform with four different names. Facebook, Instagram, WhatsApp, and Threads each play a different role in how people discover businesses, engage with ads, and become leads. The campaign setup may look similar inside Meta Ads Manager, but the audience behavior, creative requirements, and conversion path can be very different.
Understanding those differences helps you put the right message, format, and budget in the right place instead of treating every placement the same.
Facebook is still the platform with the deepest targeting history and the widest age range of any Meta property. If your audience skews 35 and older, or your business depends on a broad local population rather than a narrow niche, Facebook usually carries more of your budget than Instagram.
Instagram runs on the exact same campaign structure as Facebook, same Ads Manager, same objectives, same billing, but the placements behave differently. Feed, Stories, Reels, and Explore each have their own creative specs and their own audience behavior. A static image built for a Facebook feed post often underperforms badly as an Instagram Reel. If you only build 1 version of a creative and let Meta place it everywhere, you are asking 1 asset to do a job it was not built for.
This is the platform people misunderstand most. WhatsApp does not have an ad feed you buy into the way Facebook and Instagram do. What exists is Click to WhatsApp ads, an ad you run on Facebook or Instagram where the call to action button opens a WhatsApp conversation with your business instead of sending someone to a website. The person taps the ad, WhatsApp opens with a message already typed in, and they hit send.
That first message starts a 72 hour window where Meta does not charge you for messages back and forth. After that window closes, WhatsApp message charges apply per message, priced by category and by the recipient’s country. For a service business where a real conversation closes more deals than a contact form ever will, healthcare scheduling, real estate, home services, this format consistently produces a lower cost per qualified lead than sending the same click to a landing page. The tradeoff is that someone on your end has to actually answer the thread. A Click to WhatsApp ad with no one monitoring the inbox is worse than no ad at all.
Threads
Threads completed its global ad rollout in January 2026. It now shows up as a placement inside your existing Meta campaigns, and it is included by default under Advantage+ placements, meaning your ads are already running there unless you turn it off. The audience skews younger and more text first than Facebook or Instagram, and because most advertisers still are not thinking about Threads specifically, competition and cost per impression both tend to run lower than the more crowded placements. It is a reasonable place to test a new angle cheaply before committing real budget to it elsewhere.
What's Changed With Meta Ads Since April 2026
If the last time you touched Ads Manager was over 6 months ago, several things about how campaigns get built have changed underneath you.
1. Advantage+ is now the default for Sales, Leads, and App campaigns.
As of February 2026, Meta merged the manual and Advantage+ campaign creation flows into 1 unified setup. When you create a new campaign under those 3 objectives, Meta’s automated targeting, placement, and creative optimization are switched on from the start. You can still adjust settings and add your own audience input, but Meta treats that input as a suggestion, not a hard rule, with location and minimum age as the only real constraints left. If you build a campaign expecting the old manual-first experience, you will be building inside a system that assumes automation unless you deliberately turn pieces of it off.
2. Ad ranking runs on a new model.
Meta’s engineering team detailed a foundation model called GEM, the Generative Ads Recommendation Model, in late 2025, and it is now live across the ad system alongside an updated ranking engine Meta calls Andromeda. Meta has reported meaningful gains in ad conversions tied to this shift on both Instagram and Facebook Feed. The practical effect for you is that the system now evaluates far more creative variations in parallel than it used to, which is part of why creative diversity, not just audience targeting, has become the bigger performance lever in 2026.
3. AI-generated content now requires disclosure.
If any part of your ad creative was generated or meaningfully altered by AI, Meta now requires that to be disclosed. This is enforced globally, not as a regional pilot.
4. Special Ad Category enforcement got stricter, and it matters directly for healthcare.
Meta uses automated, multimodal detection to flag ad content related to housing, employment, credit, and health that could imply targeting based on a protected characteristic. For a healthcare practice, this means ad copy and imagery that even implies you know something about a viewer’s health condition can get flagged, even when the ad is factually accurate. Write ad copy that describes the service, not the viewer’s body or diagnosis.
5. The Marketing and Graph API moved to version 26.0, and 2 placements that used to exist are simply gone.
Instagram Explore Feed and Messenger Stories no longer exist as placements. If your account or any tool you use still references either one by name, that reference is stale.
6. Custom audience filters got more precise.
Meta added engagement frequency rules, meaning you can now build an audience of people who engaged “at least X times,” combined with a time window rule like “in the past X to X days.” For retargeting specifically, that lets you separate someone who glanced at 1 post from someone who has genuinely been paying attention, which was not cleanly possible before.
Setting Up Your First Meta Ads Account, Step by Step
This section assumes you have never opened Ads Manager before.
- Go to business.facebook.com and create a Meta Business Account if you do not already have one. Use your business’s own email, not a personal one, since this account should outlive any single employee.
- Inside Business Settings, connect or create your Facebook Page. If you do not have one yet, create it first, Meta will not let you run ads without a connected Page.
- Connect or create your Instagram Business account under Accounts, then Instagram Accounts. Convert a personal Instagram to Business under Settings, then Account Type, if you are starting from an existing profile.
- Go to Ads Manager at adsmanager.facebook.com and create your first ad account under Business Settings, then Accounts, then Ad Accounts. Assign your billing method here.
- Set up the Meta Pixel or, better, the Conversions API on your website. This is what tells Meta which visitors actually took a real action, a form fill, a call click, a booking, and it is the single most common setup mistake that quietly ruins a campaign’s performance. Without it, Meta’s automated targeting has nothing real to learn from.
- If you plan to run Click to WhatsApp ads, connect your WhatsApp Business number under Business Settings, then WhatsApp Accounts. If the option is greyed out, Meta will walk you through linking the number from inside that same flow.
Building Your First Campaign
Open Ads Manager and click Create Campaign. Choose your objective, Sales, Leads, Awareness, or Engagement, based on what action you actually want someone to take, not on which one sounds the most serious. For most service and local businesses generating a lead is the honest goal, so Leads is usually the right starting objective.
Under the current unified flow, Advantage+ campaign settings are on by default for Sales, Leads, and App objectives. Leave campaign budget optimization on unless you have a specific reason to isolate spend between separate audiences, it is what allows the system to shift budget toward whatever is actually converting in real time.
For audience, give Meta your best honest input, location, age range, and any real interest signals you have, but understand the system will expand beyond those inputs if it believes better results exist outside them. This is a deliberate design choice on Meta’s part, not a bug, and fighting it with an overly narrow audience on a brand new account usually produces worse results than giving the algorithm room to learn.
For creative, build for 9 by 16 vertical video first. The large majority of Meta’s current ad inventory is vertical, and nearly all users are on mobile, so a horizontal or square asset is fighting the format before it even reaches anyone. Keep the top and bottom safe zones, roughly the top 14 percent and bottom 35 percent of the frame, free of text or logos so nothing important gets covered by on-platform buttons and captions.
Budget for at least 7 days before judging results. Every meaningful edit to an active ad set resets Meta’s learning phase, so making daily changes to a campaign that has not had time to calibrate is one of the fastest ways to guarantee it never performs well.
Test Organic First, Then Pay to Promote the Winner
Here is the method that saves more ad budget than any targeting trick: post the content organically first, see what actually gets attention on its own, and only then put money behind it.
Gary Vaynerchuk has been making this exact case publicly, arguing that businesses should stop paying to promote content that has not proven itself organically first, and instead let real engagement tell you which piece of creative deserves a budget. You can watch him lay out the reasoning directly on his channel: Stop Wasting Money on Ads (Do This First), youtube.com/@garyvee. The logic holds up on its own merits even without the name attached to it. An ad that already has real engagement behind it walks into the auction with a head start, because Meta’s ranking system is reading signal from that history, not starting cold.
In practice this looks like posting 2 or 3 versions of the same message organically across your Page and Instagram, giving them a few days to breathe, and watching which one actually gets saves, shares, and comments, not just views. Take the winner, and only the winner, and put ad spend behind it. You are no longer guessing which creative might work. You already know.
Why Your Organic Posts Still Matter Once Ads Are Running
An ad does not exist in isolation. When someone sees your ad and taps your name or your profile picture, they land on your Page or your Instagram profile, and what they find there either confirms the ad was legitimate or makes them second guess it. A profile that has not posted in 8 months does not read as calm and established. It reads as abandoned, and that doubt follows the person right back into your ad’s conversion path.
This works both directions. Strong organic content makes every dollar of ad spend more efficient, because the viewer arrives at your profile with the ad’s claim already reinforced. Weak or absent organic content actively taxes your paid results, no matter how well the ad itself is targeted.
Meta's Ad Policies, and What Enforcement Actually Means for You
Meta publishes its advertising rules directly at [Meta Advertising Standards, transparency.meta.com/policies/ad-standards]. Ads must comply with both Meta’s Community Standards and its separate Advertising Standards, and both are enforced globally with the same rules for every advertiser, not adjusted account by account.
A few categories account for most rejections in 2026:
Personal attributes
Ad copy cannot assert or imply something about a specific viewer’s health, financial situation, religion, sexual orientation, or other protected characteristic, even indirectly. “Struggling with knee pain?” aimed at a targeted audience can get flagged as implying you know something about the viewer’s health. Describe the service. Do not describe the viewer.
Special ad categories
Housing, employment, credit, and health-adjacent ads face additional restrictions on targeting precision, and Meta’s detection for these categories now runs on automated, multimodal review that reads both the copy and the imagery.
AI disclosure
If AI meaningfully generated or altered your ad creative, that has to be disclosed. Skipping this is not a gray area anymore.
Circumventing review
Cloaking a destination page, obscuring text in an image to dodge automated review, or any tactic built to hide what the ad actually is or where it leads is a policy violation on its own, separate from whatever the underlying ad was about.
What this means practically: an ad rejection in 2026 is more often a language and imagery problem than a targeting problem. Before you assume your product or service is the issue, read the copy back and ask whether it describes the offer or describes the person you are trying to reach. That distinction decides more approvals than any other single factor.
This Works Past Local Business Too
Everything above applies the same way whether you are a dental practice or not. Healthcare is where Arcane Marketing specializes, and it is also the vertical where the personal attributes and special ad category rules above matter the most, so if that is your world, read that section twice. But the mechanics here are not healthcare-specific, and they hold up just as well for:
- Attorneys. Click to WhatsApp or Messenger conversion ads outperform a contact form for the same reason they work for healthcare scheduling, a real conversation converts a nervous prospect better than a blank form field ever will.
- Real estate agents. Instagram and Facebook Reels showing an actual property walkthrough, tested organically first, then boosted once you can see which listing style actually stops the scroll.
- HVAC and plumbing. Local, urgency-driven service categories are a strong fit for Click to WhatsApp, since a burst pipe does not wait for a callback.
- Ecommerce. Advantage+ Sales campaigns were built for this category first, and the automated targeting has the most historical conversion data to learn from here of any vertical on the platform.
The platforms, the setup steps, and the organic-test-first method do not change. Only the offer at the end of the funnel does.
Common Mistakes
- Running ads with no pixel or Conversions API set up. The campaign has nothing real to learn from, so it optimizes toward whatever weak signal it can find.
- Judging a campaign before the 7 day learning window closes. Every real edit resets it.
- Building 1 static creative and letting Meta run it everywhere. A Facebook feed image and an Instagram Reel are different jobs.
- Writing ad copy that speaks to a health condition, financial status, or personal trait instead of the service itself. This is the fastest way to a rejection in 2026’s enforcement environment.
- Skipping the organic test entirely and paying to promote a first draft. You are spending money to find out what a few days of free posting would have told you for nothing.
- Running Click to WhatsApp ads with no one actually watching the inbox. The conversation is the product. An unanswered thread is a lost lead, not a saved one.
Frequently Asked Questions About Meta Ads
No. All 4 run through 1 Meta Ads Manager account. Instagram and Threads are placements you enable inside a campaign, and WhatsApp is reached through the Click to WhatsApp destination setting, not a separate buy.
No. There is no ad feed inside WhatsApp itself. Click to WhatsApp ads run on Facebook or Instagram and use WhatsApp as the destination when someone taps the ad.
Advantage+ is Meta’s automated targeting, placement, and creative system, and it is the default setting for Sales, Leads, and App campaigns as of 2026. You can adjust individual pieces of it, but the unified campaign flow assumes it is on unless you deliberately change that.
There is no universal number, and any guide that gives you one without knowing your industry, your margin, and your market is guessing. Start with a budget you can hold steady for at least 7 days without touching it, since constant edits reset the learning phase Meta needs to find your actual audience.
Yes, whenever the content allows it. Posting a few versions organically and watching what genuinely earns engagement tells you which creative deserves a budget before you spend a dollar finding out the hard way.
Meta’s Special Ad Category and personal attributes rules apply extra scrutiny to health-adjacent content, and automated detection now reads both copy and imagery for anything that could imply knowledge of a viewer’s specific health condition. Writing about the service instead of the viewer is the fix in nearly every case.
